The guidance is intended to allow for local circumstance and in particular achieve recognition for the essential services provided through culture, arts and leisure at local level and the positive impact it has on the lives of communities. Furthermore, we also hope it will encourage a consistency of approach at local level across Northern Ireland which will result in coherence and complementarity of provision.
