It highlights the difficulties that exist in relation to measuring the qualitative nature of public value generally and trust and legitimacy in particular. It suggests that there are six key steps in relation to the creation and demonstration of public value – the first three of which are diagnostic and relate to a greater understanding of the concept and its organisational relevance. The final three concern its implementation in turning what many describe as a nebulous concept to one that has real resonance with those who are charged with delivering cultural services on the ground. The paper concludes with the suggestion that successful implementation can be achieved through a process of action learning that seeks to bridge the gap between the acquisition of greater understanding and the application of the knowledge.
