Summary: This study is an attempt to outline a problem. It is not to be regarded as a comparative summary of the current legal situation with regard to social security in the Member States of the Community insofar as it applies to cultural workers; such a summary was neither intended nor possible, involving as it would a description of social security legislation in the nine countries, with an analysis as between the employed and the self-employed in the cultural professions and in addition probably a discussion of alternative forms of security. As implied by the title of the study, our task was to describe the social security problems of cultural workers in the Member States, to trace these problems back to their causes and to suggest possible solutions.
