Summary: Dramatic growth in direct public funding of the arts was a phenomenon of the late 1960s and early 1970s. That growth has begun to level off in response to fiscal problems and competing demands for funds at all levels of government. The agencies that distribute public funds for the arts now confront the need for more stringent guidelines in choosing those most entitled to receive public funds from among the many worthy artists and arts institutions in the United States. Dick Netzer's study represents an effort to meet this need. Netzer, an economist, views public support of the arts as analogous to public subsidies in such areas as housing, public transportation, and education. He considers both the public interests that may be served by government intervention to supplement the resources that the market provides to the arts, and the hazards of such intervention. He points out that regardless of the amount of money available to the arts, creative individuals will always be able to think of more projects than the funds can cover. The book sets out the logical arguments for government support of the arts and appraises the record of public support since 196 5 in the light of these arguments, in order to assess just what difference government subsidy has made to the arts in general. Netzer also compares policies on the arts in the United States with those in Britain and other European countries, and analyzes the effects of government support on the Metropolitan Opera, the Arena Stage, American P.E.N., the New York City Ballet, the Philadelphia Orchestra, and eleven other arts organizations. Netzer's specific recommendations may surprise and anger some proponents of ever increasing subsidy. His views are bound to play a role in public debate about government efforts to assist the arts and should have a considerable impact on the arts and on policymaking in the United States.
