Summary: The Education Reform Act 1988 requires schools to provide a "balanced and broadly based curriculum" which promotes, among other things, pupils" cultural development. This must include the expressive arts and design, music dance (through PE) and drama (through English) -all required subjects under the National Curriculum. It is the firts time that a legal statement of what a pupil is entitled to has been set down. But something else is clear aswell. The widely approved reforms of the National Curriculum and of local management of schools (LMS), whereby local authorities have to devolve the bulk of their education budget to schools, are having unintentionally detrimental effects on arts education. Two things are happening. There is a growing disparity in the ability of school to meet the minimum requierements of the National Curriculum. In addition, many schools are unable to go beyond that minimum and offer pupils a more wideranging and fulfilling experience of the arts. (...) This report, therefore, offers a series of practical proposals based on interviews with those concerned with arts education and on research conclusions. They are aimed primarily at policymakers in government, education and the arts, and concentrate on innovative ways to: provide an arts curriculum; release additional resources; developp professional and financial support; encourage training; monitor and improve standards; spread good practice; promote and sustain networks for information, advice and collaborative ventures; build new structures whih enable the arts to flourish.
