Summary: The essays which appear in this book were originally presented at a colloquium on "Culture and Politics" at the European University Institute in Florence. The starting-point of the discussion was one of the supposed laws of political sociology - or, at any rate, one of the dicta of Montesquieu - that climate and culture shape the political character of human groups. This is a theory which can be used both to fortify and to diminish confidence in the unity of Europe. Some geographical and cultural factors seem to work mainly towards national, not to say nationalistic politics; others may be perceived as propelling Europe towards ever closer union. But what those factors are, and how the relationship between culture and politics is to be understood, are questions that have been much neglected, even by those most concerned to build and improve European institutions. This, perhaps, was unavoidable. The European Economic Community, the European Parliament and other European organisms in Brussels, Strasbourg and Luxembourg are dedicated to practical purposes, and to practical operations of continually increasing complexity. The European University Institute at Florence is an academic body with another mission, that of long-term reflection on theoretical, as distinct from practical problems, not so much with expectations of solving them as with of locating and clarifying them, an entreprise less modest than it sounds. In the present volume, which is designed as a contribution to that wider purpose, political philosophers and social scientists from different European countries are brought together with cultural historians and literary scholars to confront a problem, or set of problems, transcending the frontiers both of disciplines and of nationalities.
