Summary: Papers presented at a meeting on the development of cultural policies in Europe which was organized in Helsinki, Finland from 8 to 12 December 1980 by the Finnish National Commission for Unesco in cooperation with Unesco under the Participation Programme. Eight working sessions were devoted to the agenda. The purpose of the meeting was to study the perspectives of cultural development in Europe in the early 1980. The framework of the discussions was provided by an analysis of the implementation of the recommendations Eurocult (of the Intergovernmental Conference on Cultural Policies in Europe, Helsinki, 19-28 June 1972) and the development of cultural policies and programs in the Member States of the EU and its international cultural cooperation, in the 1970s.
