Summary: This Guide was produced to assist local decision-makers and planners in implementing a sustainable approach to the tourism development in their communities. "Local level" refers to any homogeneous places capable of tourism development such as cities, towns, villages, major tourist attraction sites, and rural areas, below the national and regional levels of planning and development. Often referred to as the community level of planning, this is an important level of tourism planning and development because community decision-makers and planners, ideally in consultation with their constituents, can greatly influence the success of sustainable tourism. This Guide acquaints local decision-makers and planners with the concepts, principles and techniques of planning for integrated and sustainable tourism development in their areas. Community involvement in the planning and development process is also emphasized. Assuming that some of the users of this guide may not be familiar with modern tourism and its requirements, this Guide endeavours to explain local tourism planning as simply as possible without unduly compromising its technical content. In many cases, additional technical assistance may be necessary for the preparation of tourism plans, but this Guide gives local planners and decision-makers a sound basis for this endeavour and thus the successful management of their tourism sectors.
