Summary: Is tourism the panacea for a troubled economy its pundits would have us believe? Or are the current policies designed to promote the development of the tourist industry likely to result only in short-term economic benefits at the price of considerable long-term costs to the economies and community life of tourist destinations? Jennifer Craik argues the latter is the most likely outcome given the tendency of current tourist policies to rely unduly on short-term economic indicators. A consideration of the cultural aspects of tourism and of the impact of tourism on destination communities and their environments, she argues, suggests that present patterns of investment in the tourist industry may well be misguided in terms of both volume and distribution. The argument is developed through a detailed examination of the development of the Great Barrier Reef as a tourist site. While developers cater increasingly to the image of the luxury-seeking international tourist, the evidence suggests that most Reef visitors will continue to be budget and medium-cost domestic tourists.
