It is their duty to become the agencies, both specialized and universal, capable of organizing the intellectual infrastructure necessary to the world order to which mankind aspires and which the governments have pledged themselves to seek. Indeed, between the parson and the community, between the community and the state agency, these organizations are the necessary link to transmit from one to the other messages relating to the particular needs of the social body as a whole in its different elements. By training a professional public opinion, in other words, a competent public opinion, they can give now life to the machinery at the state and bring within the administrative set-ups the presence of immediate reality and of everyday concrete problems. If, because of the suppleness of their structure, of their professional specialization, of the voluntary aspect of their action which is going to dominate and orientate their activities, the non-governmental organizations can renew or bring new life to the social set-up in each of its sectors, both nationally and internationally, it is in the cultural field, where the intervention of the administration of the state is particularly delicate, that the action of NGO’s can become particularly useful. The part played by these NGOs in the artistic and cultural sector in the inspiration and execution of the programme of UNESCO should no doubt be made more precise. The knowledge of the present-day situation should allow us to explore the means to improve such co-operation ant to intensify it. However, the present as well as the future role of such NGOs can only be formulated once we have analysed the nature of these organizations and once we have questioned systematically their usefulness and value.
