Summary: Council of Europe projects, particularly in the Cultural Affairs Division, have at least three objectives which are obviously likely to vary in importance depending on the subject studied. The first of these is to define the terms of a problem, a theory or an approach to policy, in other words, to define the various aspects of a problem. A second objective is to produce a catalogue of innovatory schemes which illustrate the problem area. The role of the project is to analyse and present these schemes in such a way that they give ideas to others. A project's final objective must be to stimulate as much concrete action as possible. Ideas are meaningless unless they lead to action, which is why it is important that a project should either stimulate action or take part in it. In its experimental stage, the aim of Project No. 10, "Cultural dynamics in regional development", was to define the two terms in its title, to examine the interaction between them, to find out what they meant in situ and, in the long term, assess the contribution of culture and the region to the building of Europe.
