Firstly, it seeks to give an objective account of the work of the Council through the changing social values and patterns which have governed European life since the war, changes which have recently accelerated and proliferated to the point of causing critical confusion - not to say dissension - among those who are charged with cultural policies and their administration. Secondly, it attempts to give some account of the response of the Council to this "cultural crisis" through its current and recent programmes. Thirdly, it tries to present in an ordered fashion a certain amount of the material which can be of use to those engaged in European cultural co-operation, helping them to work out guide lines for the longer term future in their endeavours to give a lead to member countries which are seeking a strategy for the cultural development of their peoples which takes account of the facts of everyday life and is, at the same time, consistent with the values and aspirations that constitute "the European conscience". Contemporary trends of opinion about cultural policy, as they are outlined here, tend to throw a harsh light on the conceptions which prevailed until a comparatively short time ago. It is, however, only just to point out that, within conceptual limitations which were then generally accepted as orthodox, the older type of policy was sincerely framed to promote a cause which was idealistic and generous; and that it was rewarded by measurable achievements that are by no means negligible or useless to present and future policy makers. In large measure this book is based on material provided by the Project Directors and the Scientific Adviser of the Council, and, by and large, it represents an attempt at objectivity and accurate recording, not at personal insight or expression.
