Societies are changing, not least in their attitude towards participation in many areas, and we try here to devise methods of increasing participation and responsibility on the part of ordinary citizens which do not absolve local and central governments of their 20th-century responsibilities towards them. The focus is innovative policies, and new methods, which become more suitable for participatory policies. With closer contact between administrations and citizens or local groups, innovation must come from the grass roots, it cannot be top-down and so earlier concepts must be rethought. Our task is made easier here through our brief being to concentrate on the role of research in cultural development, as our thesis is that a participatory action research approach using appropriate methods within that approach according to particular situations and conditions is essential to attempts to achieve cultural democracy. Research must be seen in a new light, take on a new role, and the research and scientific community must be brought into fieldwork. This is, we claim, the role of research in cultural development as we (and the Council of Europe) have defined it. The title of this book is "Thinking About Action". It is at the same time what we are doing in the next 100 pages and what we propose should be done, continuously, both in formulating cultural policy and out in the field by the people, cultural workers, researchers, cultural administrators and politicians.
