Summary: This book is a synthesis of the work carried out since 1983 for Project No. 10 of the Council for Cultural Co-operation. The project, entitled Culture and Region, proposed the study the complex relationship between cultural dynamics and regional development. The author gave priority to concrete and innovative experiments carried out on a local level throughout Europe: Apulia, Styria, North KareIia, Azores, North ern Holland and Eastern Friesland, Alsace, Navarre, etc. The analysis made by Michel Bassand, President of the project and author of the book, accentuates four major facts: the regions of Europe are essential partners in cultural policy; the citizens of Europe are, in different ways, creative, and a cultural policy must provide for the expression of this creativity; the funds available for cultural policy must be considered as an investment rather than an expenditure, destined to stimulate man's innovative capacity; cultural policy is a remarkable aid to promoting interregional co-operation. Having made this analysis, the author then concludes by proposing a “strategy for a cultural ethic”, an ensemble of recommendations aimed at backing the creativity of individuals, circulating new ideas, showing up the different elements which constitute the life of a country, encouraging initiatives, not only the prestigious ones, but also the more modest ones, which preserve the traditions of a region, or on the contrary give way to contemporary creations, and lastly, building a European identity which will not be restrictive, but will be enriched by the individuality of all.
