Summary: The primary aim of our analysis here is to reply to the main questions raised by Project No. 10, the work on which, during the experimental stage, has revolved around five principal themes: 1. the suitability of the regional level for conducting a cultural policy; 2. relations between "downward-" and "upward-looking" cultural action; 3. communications and regional development; 4. interactions between cultural development and other sectors; 5. planning in the regional framework. It should be noted, however, that in practice the hearing was not exclusively organised around these five "key questions", but rather in such a way as to gather comparative data that would serve to illustrate the importance of institutional financing, practical concertation or planning, etc., set in motion in the region studied, as compared to the other regions concerned by Project No. 10.
