Summary: This report has been prepared at the request of the Council of Europe. It has to be seen as an effort to reflect some of the aspects of cultural developments, which have taken place on the local level during the 21-towns project. The aim of the report is to reflect some of the ways in which local authorities throughout Europe seek to solve a variety of cultural challenges. It also tries to illuminate different methods or approaches, which might be more widely usable in the assessment of and justification for local cultural policy. The 21-towns project has been in operation since 1978. Many have been involved in the preparation, the guidance, the reporting and the assessment of the European project, as well as the local actions during the four years which have passed. Many excellent reports and summaries have been written concerning local developments and experiences in different fields. The quantity of documents is overwhelming. (Font: Prefaci)
