Summary: Comedia proposed to carry out a national research and advocacy project to take account of the creative opportunities for the library network. Development funding was quickly offered by the Gulbenkian Foundation, and in the Spring of 1992, seven library authorities in the UK - Birmingham City Council, Cleveland County Council, Dorset County Council, Hertfordshire County Council, the London Boroughs of Hounslow and Lewisham and Surrey County Council - all agreed to join a national study on The Future of Public Library Services, from about 20 library authorities in the UK which were initially approached. In January 1993 the Library & Information Services Council of Northern Ireland joined the study. We are very grateful to those authorities for providing us with independent access to their libraries, research, and other resources, and to their willingness to act as case studies towards the national study. Research began in July 1992 and is expected to be completed by Spring 1993, following which a report will be published (hopefully) in June 1993. In the course of the study to date, much fascinating and invaluable information has been collected, and individual discussion papers commissioned, that it seemed worthwhile to publish some of this material as 'work in progress'. The series of Working Papers, of which this is one, is in no way meant to represent a final position or an agreed set of understandings. They have been largely written by individuals associated with the study as position papers: as arguments to set debate and discussion going. It is hoped that they will be read in that spirit. Written comments, contributions and criticisms would certainly be welcome. (Font: Introducció)
