This work was initiated in 1992 by a pilot study "Cultural policies of television companies in Europe" by Paul Beaud and Jean-Yves Pidoux of the University of Lausanne. On the basis of the results of this and other studies the Committee organised an expert hearing. It was held in Strasbourg on 7 November 1994 and some twenty European broadcasting companies were invited to give their views. The present report includes the annotated agenda of the hearing, the report of the proceedings and the debates, the conclusions made by the participants as well as the background papers and the pilot study by Paul Beaud and Jean-Yves Pidoux.
