The policy was based on eight principal aims: freedom of expression; opportunity for everyone to pursue creative activity and develop social contacts; resistance to the negative effects of commercialism; decentralization of cultural initiative and organization; provision for neglected groups; artistic and cultural innovation; preservation and revitalization of the culture of earlier times; and, promotion of interchange of experience and ideas across linguistic and national boundaries. Part Two summarizes two reports, 'Music within the National Defense', and 'Regional Music Policy' which are intended principally and methodically to fulfill the general ambition of the 1974 cultural policy.
