Summary: The report deals with the interaction of the European and UK economic development agendas and raises some important issues which local authorities will need to debate and keep under continuous review throughout 1998. These will be brought into sharper focus with the UK Presidency of the European Union and the publishing of the White Paper on Regional Development Agencies (RDAs) in December 1997, and the subsequent passage of the RDA Bill through Parliament towards Royal Assent in July 1998. While local government is disappointed in the government's decision not to proceed with English regional government in the life time of this Parliament and not to proceed with plans to make the RDAs accountable to elected regional assemblies, we shall need to keep campaigning for the new legislation to put democracy and accountability to the fore and to keep the demands for directly elected assemblies and regional government in England high on the political agenda. This pamphlet focuses on the tasks to be considered for the new regional development agencies with the European agenda and not everyone will agree with the authors' conclusions. Local government will be faced with working to ensure that the RDAs succeed in the move to devolution and to strengthen RDAs and to combat over-centralised economic development policies administered from London. Local government needs to ensure that: it prepares itself for the new European regional programmes and does all it can to clarify eligibility and maximise funding to the UK's regions from the new programmes; the UK programmes in the new wave are delivered with greater efficiency and with greater legitimacy and accountability to local communities. EU Programme Monitoring Committees administering vast funds must be made more accountable in the new Millennium; the new RDAs are proactive and work with local government to build lasting economic regeneration partnerships in the UK's regions. This pamphlet is an important contribution to the debate and shows local authorities need to keep their European strategies under constant review and to be thinking now about the 2000-2006 period The nature of the new European priorities with new programmes in train for both urban and rural areas means local authorities must link the changing European and national agendas to their own anticipated policy priorities in the 21st Century.
