Decision makers, culture and social reality : An experiment in cultural training of non-cultural decision makers / Report by the Finnish National Commission for Unesco

Or more specifically: 'How deep should such courses aim to go in influencing the stock of knowledge, cognition, attitudes and perceptions of the decision makers, who, while not working in the cultural sector proper, albeit make important decisions influencing cultural development and administration?' The objectives could be set on different levels. One could have first designed the courses so as to provide only factual information about the development, resources and needs of the cultural sector. On the next level of more ambitious objectives, the courses could provide a perspective on the social importance of the cultural sector in the overall economic and social development of Finnish society. On the third level, the courses could aim at expanding the participants' conceptions about Finnish society, about their own tasks and about the social functions of culture. This could be done by making the participants see Finnish society from a new perspective, the perspective of those persons, groups and institutions which provide new creative ideas and symbols for the society and analyse and evaluate them. After analysis of the situation, long discussions and several meetings of the steering group, it was finally decided that the third, 'deepest' level should be taken as the basis for the planning and organizing the courses. (…) If the courses would motivate sufficiently their participants, it was stipulated further, the objectives of transmitting factual information and proving the importance of culture would also be most efficiently achieved.
