Series: Projecte 10 : Cultura i RegióPublication details: Strasbourg : Council of Europe, 1989Description: 77 pSummary: The Sunne seminar was held at a turning point in the work programme set for itself by the group of experts responsible for exploring the various aspects of the concept "culture and regions". After four years of research, meetings, hearings and seminars at various points in Europe, the group had reached the end of the exploratory phase and was at the starting point which should lead to preparation of a project based on the observations, conclusions and proposals made. The theme of the Sunne seminar corresponds closely to the general problem which has slowly emerged during the work of the group on Project No.10 as it takes into account the essential features of the measures recognised or sought and the necessary conditions for satisfactory operation of the dual concept "Culture - regions". In fact, after the stage of conceptual definitions and the search for appropriate plans and methods for the group's objectives, it soon became clear to members that the general dynamic for the culture – region relationship was based essentially on notions of creativity and development and that the nature and development of decision-making machinery greatly affected this dynamic. In opening the seminar, the Swedish Minister of Education and Cultural Affairs, Bengt Goransson, immediately placed the work in the context of a link between means and objectives for a cultural decentralisation of policy in the regions. Gabriele Mazza, Council of Europe administrator responsible for the topic "Culture and the regions" rightly drew attention to the pragmatic approach of the members of Group No.10, their attachment to the fundamental humanist values which they established as their working basis and, referring to the meeting of Ministers of Culture at Sintra, he stressed the need to establish the bases for policy decisions. In his introductory address, Michel Bassand referred to the organisation and results of the various phases of the project and to the relevance of the regions in breaking down economic and cultural barriers and as experimental areas for human-scale development as well as to the major role of culture in the development of the regions in the countdown to 1992. In order to stress the timeliness of the Sunne seminar and its themes, he also described the advance of the group on Project No. 10 from the exploratory stage to the operational stage which should lead to the drafting of reference texts on the following topics: a) Cultural investment: Men and training ; Stimulation of creation, innovation and experimentation ; Dissemination of findings and experience ; Creation of the necessary infrastructure ; Production of information -- b) Interregional cultural cooperation: Network between the European regions -- c) Regional cultural policies: Preparation ; Decision ; Implementation ; Evaluation.
