Public authorities in most European countries - whether at the national, regional or local levels - have reflected this concern in their increasingly active support and encouragement for the arts, for recreation, and for the provision of cultural and community facilities generally. Towns and cities have a special part to play here. Of course, cities have always been focal points of cultural lite in Europe – as centres of art and architecture, of theatres, of libraries and learning. But now they are well fitted to be focal points in another sense too. A reaction has set in against over-centralised administration, a demand that where possible decisions be taken at levels closer to the people directly affected, a demand for decentralisation which has been felt in the cultural and recreational field as much as in others. Yet decentralisation when taken to extremes may lead merely to chaos. The need to strike a balance between responsiveness to local requirements and some degree of wider cc-ordination points to the idea of "focal points of decentralised decision making", as H. T.
