Summary: This report aims to provide some practical advice to Councils with an interest or involvement in cultural development and cultural planning. It is not about arts and culture in a narrow sense. Instead, it focuses on the links between cultural issues and other aspects of Councils' activities. The report is in two parts. Part One sets out a framework to help Councils implement cultural development principles as part of a broadly integrated approach to local planning. Part Two presents examples of practice in the field of cultural development and cultural planning. Lessons derived from these experiences have formed the basis for much of the framework presented in Part One.
