The section entitled 'Aims and Objectives' sets out the rationale for the piece of research, which is designed to inform action rather than being a purely academic or statistical source of information. It was felt that there is a wealth of information on, for example, Third Sector organisational needs, but a lack of strategic pointers as to how these needs could be addressed. In a sense, then, this report assesses the 'state of play' in Ireland with regard to financial mechanisms for the Third Sector with a specific focus on culture and the arts. The section entitled 'Background to the Research/rationale/models' looks at the European context for the research, at the need for action, and presents a number of models for mechanisms that might stimulate thinking in the context of action in Ireland. The section entitled 'Organisational Needs and Finance-related gaps' addresses the outstanding financial needs of Third Sector organisations and existing difficulties with financial management as identified by those working within the area. It includes suggestions from these people as to how these difficulties could be workably addressed. The section entitled 'Analysis of Views of Potential Partners' deals with the position of institutions and bodies which would be well-placed to participate in the development of new financing mechanisms to meet organisational needs, and makes an assessment of what action would be required to start this process. The final section of the report cites a number of 'recommendations for action', constituting what would be the immediate next stage of this process as it moves into the real m of practical action.
