One proposal is to set up a micro-credit 'demonstration' project based in Merseyside, dedicated to the Creative and Cultural Industries. Investors in Society (IiS) was asked to investigate the usefulness of micro-credit (or small loans) to Artists operating in the area. Four focus groups were conducted in Merseyside. The participants questioned whether the Arts should be sustainable at all? The majority viewed themselves as operating in 'The Arts' (grant-supported/subsidised area), thus, sustainability was not a prominent issue. It is assumed that the Creative and Cultural Industry is part of the Arts. Artists repeatedly described their occupations as vocational. Funding streams and support systems (artistic and business) did not reflect this. These resources were found to be beyond the reach of many artists as they did not seem to extend to their levels. Success was defined by people as grant funds/support acquired as well as career achievement. The research findings revolved around difficulties and constraints alongside access to finance. The amount of time taken to seek out, and apply for funding exacerbated the situation. Obtaining assistance became the primary objective. Consequently, this pitfall affected people's behaviour and ultimately, any hope of self-determination or self-sufficiency.
