Summary: In 2001 the Local Government Association (LGA) undertook a postal survey of all local authorities (Sykes 2003). The aim was to investigate three key areas in local authorities: e-planning; culture, skills and training; and local authority views on the Planning and Compulsory Purchase Bill (2002). The survey found: • 80 per cent of local planning authorities had experienced skills shortages in the previous 12 months which had affected their ability to deliver an effective planning system; • 87 per cent of local planning authorities had experienced recruitment and retention problems in the previous 12 months; and • 68 per cent of local planning authorities believe that additional training and support was needed for officers to deliver an effective planning service. In response to this the LGA, The Employers' Organisation (EO) and The Office of the Deputy Prime Minister (ODPM) commissioned the Department of Planning at Oxford Brookes University to undertake further research on the skills base in planning. This additional research comprised: a review of relevant literature and published research on the skills base in the planning system; a postal survey of all local authorities in England; focus groups of staff and students in planning schools within tour higher education institutions; and a postal survey of the heads of planning schools in other higher education institutions. The research also benefitted from discussion at the LGA Planning Conference in March 2004. The results of the literature review are contained in this research report. (Font: Introducció)
