All the major political and religious schools of thought have contributed to the process, just as they have to the creation of the welfare state, each one defending its own sacred cows in the resulting system. Cultural policy cannot therefore be described simply in terms of a contemporary political manifesto, or a unified programme based on a particular view of the world; to understand its typical features properly we need to look at the historical background. This book describes how the guiding principles behind cultural policy -quality and diversity- are put into practice, the varying ways that have been tried to encourage people to participate in culture, and how the government’s approach to culture is applied. It contrasts the broad path of supply policy with the narrow path of promoting consumption. It is addressed to researchers, interested parties in the art, culture and media worlds, and anyone abroad who is interested - hence the English-language edition.
