Summary: Cultural sector employment has become an increasingly important agenda item within the wider debate around cultural policy in Europe. However, one must not understate the complexity of the picture and the diversity that generalised statements often conceal. The present Policy Note describes a sector which is extremely diverse, fluid and changeable and tries to shed some light on broad issues around cultural employment in Europe. It brings together most recent research findings and critically assesses them from a variety of perspectives. What are the factors influencing changes in the cultural labour market, and what are the consequences of change?
