Resumen |
A frequent comment made about the challenge facing cultural policy or planning, particularly at the local level, is that culture must be brought “in from the margins” of public planning and decision-making. In real terms, however, culture is already a central preoccupation of cities in Canada and abroad. The real issue is how cities will respond to its social and economic significance.<br/>This paper explores some dimensions of this issue. It does so in part by examining the emerging field of cultural planning. Cultural planning broadens the scope of what are considered “cultural issues” in cities and in urban development strategies. It takes as its point of departure the benefits or contributions local cultural development can make to civic life as a whole, rather than the interests and needs of specific cultural institutions or forms of expression. The latter have dominated most cultural policy discourses until now. In addition to clear and important economic impacts, cultural planning also profiles the important role cultural resources can play in supporting civic participation and combating social exclusion in increasingly diverse urban centers.<br/>The paper will also explore how cultural planning, and the forms of cultural development it animates and supports, can contribute to new formulations of citizenship and local governance. Models and assumptions governing planning and policy-making at the local level are no longer adequate to address the complexities facing cities. In part, this is because planners, politicians, and governments have been unable to acknowledge cities as cultural entities, as places where people meet, form and reform identities and build new forms of communities amidst growing diversity.
