Resumen |
Museums are one of the enduring legacies of the nineteenth-century commitment to education for all. They played a vital role in spreading knowledge and enjoyment in the twentieth century, but face special challenges today. <br/>In this report, we analyse the state of museums and galleries of the English regions and we identify that our major objective should be to establish a much stronger strategic and operational framework for museums and galleries throughout the country, based on a philosophy of cooperation and mutual dependency. This framework should be designed to encourage and empower all museums and galleries.<br/>This report sets out a vision for how this might be brought about, and explains what can be delivered for the initial investment. Creating the sort of regional network which is needed will require sustained funding into the future. We hope that government and other funding bodies will recognise that museums affect many sectors – education, the arts and tourism – as well as economic and social regeneration, and will consider the implications of this report in a ‘joined-up’ way. Museums and galleries are integral to the work of at least four government departments – the Department for Culture, Media and Sport, the Department for Education and Skills, the Department for Transport, Local Government and the Regions, and the Cabinet Office – and we would hope that contributions towards the total sum required could be drawn from the spending plans of all relevant departments, the lottery distributors and the private sector.<br/>In this report, we believe we make the case for a new structure that will allow regional museums and galleries to flourish and that will stand the test of time. It is one that requires all institutions in the museums and galleries domain to work together to deliver the objectives that we all want. We believe that the investment required is modest in national terms, but will contribute to regional prosperity, to an enhanced sense of local community, and to the improved education of young and old across the country.
