Ten years after the Venice Conference, it was clear that the time had come to take stock of the situation, to weigh the progress made and think about future prospects. The General Conference of UNESCO, at its twenty-first session, held in Belgrade in October and November 1980, decided accordingly to convene a world conference (category Il) in 1982 with a view to taking stock of the experience acquired since 1970, encouraging thorough reflection on the fundamental problems of culture in the world as it is today, and spelling out fresh guidelines both for strengthening the cultural dimension in general development and for facilitating international cultural co-operation.<br/>The provisional agenda of the conference, which will open in Mexico City on 26 July 1982, includes four main items: (1) Item 6. Stock-taking of experience acquired in policies and practices in the field of culture since the Intergovernmental Conference on Institutional, Administrative and Financial Aspects of Cultural Policies organized by UNESCO in 1970 ; (2) Item 7.
