| Resumen |
The Council for Cultural Co-operation of the Council of Europe initiated its project on Cultural Development Policies in Towns (generally termed the 11Twenty-One Towns Project") in 1977 with an eventual project period, 1979 to 1982.<br/>The project built upon a previous "Fourteen Towns Project" but adopted an expanded framework, not only in the number of European communities involved, but also in the themes to be explored. In all, eight themes have been considered by some towns individually and by the project as a whole:<br/>1. Extension of cultural democracy.<br/>2. Extension of cultural provision.<br/>3. Provision to special groups.<br/>4. Animation.<br/>5. Continuity in participation.<br/>6. New uses for established facilities.<br/>7. Policy planning.<br/>8. Use of assessment and evaluation.
