Resumen In a speech to regional arts administrators in 1987, the then Minister for the Arts in the United Kingdom, Richard Luce, called for an end to 'the welfare state mentality in the arts'. To most observers this was not unexpected, for by then, the Thatcher governments had been in power for eight years, and the mission - in Thatcher's well-publicised phrase - 'to roll back the frontiers of the state' was well underway. At the same time, as we shall see, the theoretical basis on which British cultural policies had, historically, been constructed was being increasingly eroded, thereby creating problems of legitimacy. Cultural organisations which had relied on public authorities for their survival thus found themselves, on the one hand, faced with a government determined to cut back on public expenditure; and on the other, unable to mount an intellectually convincing defence of their position. They had no option but to adapt. <br/>The purpose of this paper is to examine how they have adapted and to consider the implications. In conclusion, l will try and answer the question of whether, after fifteen years of 'radical Conservatism', cultural managers really have, as government ministers intended, now been liberated from a repressive welfare mentality; or whether, in fact, they have become entrapped in an even more repressive commodity value system. l will also comment briefly on whether this story is of local interest only, or whether it might not have resonances elsewhere - in Sweden, for instance.
