| Resumen |
The problem of the appropriateness of 'Planning' in the cultural development sector was already on Unesco's agenda at the time of the first world conference on cultural policies held in Venice in 1970.<br/>The five regional intergovernmental conferences subsequently organized by Unesco went on to advocate making cultural planning an integral part of overall development plans, so as to take account of the cultural dimension of development itself.<br/>Finally, the Mexico declaration of 1982 once again emphasized the necessity of establishing effective instruments to plan, administer and finance cultural activities, stressing the fact that 'balanced development can only be ensured by making cultural factors an integral part of the strategies designed to achieve it', strategies that are now, in a number of countries, planning strategies.<br/>To bring out some general issues for international debate, Unesco thought it would be useful to analyse the ways and means of making the planning of cultural factors an integral part of the framework of planning in a number of countries that are in different economic and cultural situations, but all have in common that they draw up global economic development plans.
