| Resumen |
The regional hearings, thematic seminars and the Florence Conference in May 1987 organised by the Council of Europe Council for Cultural Co-operation in connection with the project "Culture and Regions" have highlighted the key role played by professionals associated with regional political decision makers and by those responsible for implementing cultural policies and projects in the regions. The skills of these actors, their capacity for taking into account regional socio-economic and cultural situations, their expertise and ability to work together are often decisive for carrying out regional or local activities. <br/>The question of training these professionals for new and changing functions is a fact that the Council for Cultural Co-operation will take into account for making Project No. 10 "Culture and Regions" operational. The project's aim is in fact to contribute to strengthening regional initiative in priority aspects of cultural development and providing information on useful experience, not only through analysis and reflection but through precise proposals for action. <br/>In this context, the purpose of the seminar held in Barcelona from 24-26 November 1988 was to compare training needs as perceived by the regions themselves or by regional cultural policy experts with current training provided in a number of European countries.<br/>The existing or future European aspect of such training is an essential factor and the seminar was intended to have a positive impact on this issue. The aim is to innovate and find ways and means for regional cultural leaders to open up to the European dimension as well as to local and regional dimensions for artistic and cultural activities.
