Quite a lot has been written about cultural policy and organisation in Finland over the past decade and there was no intention to reinvent the wheel. Moreover, the timeframe, resources and the evaluation team's own commitments demanded a relatively short, but focused, analysis of the situation. It was the hope of the Ministry of Education that, being a group of 'outsiders' as far as the Finnish cultural sector was concerned, we might bring some new perspectives to the issues. Whether we have succeeded or not is for others to judge.
