Resumen: In the European Community, since 1969 the Heads of State or Government have stressed the need for Community action in the cultural sector. In their Hague Summit communiqué they spoke of the need to preserve Europe as an exceptionai seat of culture and said that particular attention should be devoted to non-material values and goods. For the first time, in 1974, the European Parliament established the main points of a cultural programme. On 22 November 1977, the Commission of the European Communities presented its Cornmunication on Community action in the cultural sector. The present booklet sets out to review progress achieved with regard to Community action in this sector.
