Resumen: Launched in 1983 by the Council for Cultural Co-operation (CDCC), Project No. 10's aim was, in its initial experimental phase, to pinpoint the place of culture, understood in the widest sense, that is to say not .restricted to the arts, in the development mechanisms of the European regions. At the same time, it has made it possible to highlight the obstacles to these mechanisms and the increasing role of present and ·future regional cultural policies, as simultaneously the driving force behind the dynamism, creativity and image and as a factor in regional identity. For this purpose, five topics have been studied by the project's group of experts in close co-operation with the regions, with which seminars and especially hearings have been organised, East Frisia being the sixth of these. The five topics for study are as follows: 1. The suitability of the regional level for implementing a cultural policy; 2. Relations between descending and ascending cultural actions; 3. Communication and regional development; 4. interdependence between cultural development and other sectors; 5. Planning in the regional context. The first phase of this project was concluded at Florence in May 1987, at a conference which brought together experts, regions and other regional and local authorities and representatives of the Council of Europe. Organised in conjunction with the Standing Conference of Local and Regional Authorities of Europe (CLRAE), this conference confirmed the importance, for the regions, of cultural policies and the resources required for their implementation, as well as the desire of the-regions to exchange experiences and actively co-operate with one another with a view to promoting transregional European cultural projects. The role of culture and its financing as regards strengthening regional development projects, thus creating an environment favourable to young populations in particular, were strongly affirmed. ln this context, the Florence Conference adopted two important conclusions: the setting up of a European "observatory" (a kind of monitoring centre) for cultural policies and practices in the regions, and a European regional fund for transregional and transnational cultural development. Apart from implementing the Florence decisions, it will also be the aim of the operational phase of Project No. 10, decided by the CDCC, to closely involve the reg ions in three principal areas: • Undertaking a comparative study of their cultural policies in order to facilitate exchanges of experience and to promote knowledge of the other regions; • Highlighting cultural investment for regional development; • Promoting transregional cultural co-operation. The system of hearings adopted hitherto will continue, since-as we will see elsewhere in this report-it provides for detailed knowledge of a region's cultural resources and initiatives. Furthermore, by means of concrete examples, it contributes to a communal consideration of issues, obstacles, successes, failures, etc. by those responsible at the regional level and outside experts. Reports such as the present one, whose aim is to give an account of such work, thus highlight these concrete aspects and the lessons which can be drawn from them. (Font: Presentació)
