Alsace : From its identity to its stake in Europe : Hearing on cultural life in Alsace (Strasbourg, 6-8 December 1988) / by René Rizzardo

At the same time, it offered a means of bringing to· light the obstacles to the dynamics identified as well as the growing role of regional cultural policies, now and in the future, both as the motive force behind the region's image, dynamism and creativity, and as a factor in regional identity. To this end, five themes were studied by the Group of Experts on Project No. 10 in closely associated regions, with which seminars and, in particular hearings were organised, of which the one in Alsace was the seventh. The five themes were: 1. The relevance of the regional level in the pursuit of cultural policy; 2. The relationship between descending and ascending cultural action; 3. Communication and regional development; 4. The interdependence of cultural development and the other sectors; 5. Planning in the regional framework. The first stage of the project was completed in Florence, in May 1987, at a conference of experts, representatives of regions and other geographical divisions, and representatives of the Council of Europe. This conference, organised in conjunction with the Standing Conference of Local and Regional Authorities of Europe (CLRAE), confirmed the importance for the regions of cultural policies and the means of pursuing them, as well as their eagerness to compare their experience and cooperate actively with one another in promoting European inter-regional cultural projects. The place of culture and its funding in furthering development projects and so creating an environment favourable to the younger sections of the population was strongly underlined. This Florence conference made two important decisions, concerning the setting up of a European observatory of regional cultural policies and practices and also of a European transnational and inter-regional cultural co-operation fund. The operational stage of Project No. 10, approved by the CDCC, was to concern itself, as well as with the implementation of the Florence decisions, with associating the regions very closely in three principal enterprises: • the comparative study of their cultural policies in order to facilitate exchanges of experience and know-how with other regions; • the promotion of cultural investment as an instrument of regional development; • inter-regional cultural co-operation. The use of the hearings method, adopted up till now, was to continue since it confers, as we shall see later in this report, a thorough knowledge of the cultural resources and action of a region. ln addition, it contributes, by way of concrete examples, to joint reflection by regional operators and outside experts on the stakes at issue, the obstacles, successes, failures, etc. The reports, such as this one, designed to provide a record of this work, place the emphasis accordingly on the practical aspects and on the lessons that can be drawn from them.
