Resumen: T0his paper was first published as part of the National Arts and Media Strategy of the Arts Council of Great Britain in 1992. We are grateful to the Arts Council and to Franco Bianchini for permission to re-publish the paper, in slightly edited form, for an Australian audience. While the examples of urban cultural policy addressed in the paper emerge from a specifically British and European context, the issues and problems are by no means geographically specific. The quality of life and livability of our cities, their economic viability, cultural diversity and capacity to respond to the diverse needs of their constituent communities: these are all issues which are central to current policy and planning agendas in Australia. We hope that this publication, as part of our more general and continuing research program in urban and community cultural development, will help in developing and informing those agendas.
