Resumen: An examination is made of the basic assumptions, patterns and relationships that have underlain state policy towards the visual arts as it has developed over the last two centuries in the UK. The complexities of administration and organization of bodies such as the Arts Council, regional arts associations, the Royal Academy, and national and local museums are scrutinized. The need for a more open and 'political' approach to the formulation of public policy toward the visual arts is emphasized. Current and past policy has been based on the assumption that the state provides a pre-given culture to an audience seen as essentially passive. Public policy should be more broadly supportive and should stimulate an active and developing relationship between all kinds of artists and an active and involved public. (Font: Editor)
