UNESCO's objective in preparing it is a triple one: - firstly, to help in the work of the international and national development bodies and to help build up the increasing awareness evidenced by the measures taken by some of them to have more regard paid to the qualitative aspects of development - more particularly, to review and evaluate the experience gained in this field and. on that basis, to propose ways and means of incorporating cultural factors in development programmes and projects and forecasting their cultural effects - finally, to draw this integrated approach and the importance of the interactions between culture and development to the attention of decision-makers and institutions involved in this field.
