What the Unesco document calls for is a global policy whose objective is to enhance the quality of life. The present report proceeds from three recommendations submitted to Member States in the Recommendation: • The General Conference .recommends Member States to implement the following provisions, taking whatever legislative or other steps as may be required - in conformity with the constitutional practice of each State and the nature of the question under consideration - to apply the principles and norms formulated in this Recommendation within their respective territories; • The General Conference recommends Member States to bring this Recommendation to the knowledge of authorities, institutions and organizations which can help to ensure participation by the people at large in cultural life and their contribution to it; • The General Conference recommends Member States to submit to it, at such times and in such manner as it shall determine, reports concerning the action they have taken upon this Recommendation'. To ascertain whether these recommendations were being effectively applied, a questionnaire was sent to Member States so as to evaluate the experience they had acquired in the application of the 1976 Recommendation. (…) The present report attempts to summarize the replies, unfortunately few in number, received by the Secretariat of Unesco, and to identify the political, legislative, social, economic and cultural measures, together with forms of action, which could contribute most effectively to broadening the participation of the people at large in cultural life.
