They are accordingly de jure or de facto partners of prime importance in cultural policy and, more generally, in cultural action. The Crete seminar aims to tackle this issue as a whole, while at the same time focusing more closely on the interaction of universities with the cultural dynamics of Europe's peripheral regions. This relationship between universities, cultural policies and peripheral regions is far from unequivocal. There are many examples of universities within or outside peripheral regions that have played and still play a role that is not solely beneficial to those regions. For example, the universities have creamed off the most dynamic individuals in the peripheral regions, so robbing them of their social, economic, political and cultural substance. But this is not always the case. Some universities do the opposite, endeavouring to form an elite whose sights are fixed not on escaping but rather, along with the other inhabitants of the region, on taking the economic, social and cultural development in hand. In addition, the universities generate scientific, technological and cultural creativity and introduce permanent training schemes for the benefit of the region. They forge links with regional partners and are in tune with their problems and aspirations. Universities form ties outside the region, so opening it up to the world, to universal contact, but at the same time building the region's identity. In short, universities are an essential asset in cultural development and social cohesion in the region and in overcoming the disadvantages of poor development implicit in a peripheral location.
