It is therefore a piece of research about training but also, a reflection on the special quality of human resources in the context of urban cultural policies. The emphasis on human resources is essential when dealing with neighbourhood cultures as their dynamics depend on face to face relationships and the 'human size' of projects. As the last component in the planned production of project results, this text intends to be of use ta trainers as well as urban arts policy managers and designers. Eventually it might lead to an increase in attention to grass-roots cultural processes and to the need of cross-European exchange of good practice and experience in this sector.
