Resumen: At the turn of the twenty first century, cultural institutions in South East Europe operated in difficult circumstances and more often than not in a real political vacuum. Yet, cultural managers were prepared to work responsibly for the building up of a flourishing independent cultural sector. To bridge the existing gap between the cultural field and the policy-making level, the Policies for Culture programme was initiated as an open platform for different stakeholders lo meet and discuss the day-to day needs of cultural policy and to re-design them accordingly. With the start of the programme, a new spirit of collaboration between cultural practitioners, cultural administrators and policy-makers emerged. It stimulated debate between these various stakeholders on the national, regional and local levels, and increased the number of Non-Governmental Organisations (NGOs) involved in the cultural sector. From this collaboration and dialogue a stream of practical and theoretical information began to flow. In The arts, politics and change practitioners and experts on cultural policy describe the results reached so of by the Policies of Culture programme. The exciting experiments involved in the programme can serve also as an inspiration for the wider community of European and non-European countries and for all institutions or individual researchers who examine the role of culture in politically unstable societies.
