Resumen: Cultural policy affects the full range of government activity. Consequently, it does not fit well into the traditional structures which states use to manage their affairs- namely, a series of separate departments, which provide specialist services and devote little time or energy to collaboration over shared concerns. Unless new "horizontal" forms of public administration are found, it will be impossible to implement strategies for the arts and culture effectively. This note argues that the case for cross-sectoral co-ordination is rational and convincing - in fact, irresistible. It reviews examples of good practice in a number of European countries and makes practical suggestions designed to help decision-makers to move towards an integrated system of governance.
